Summary:

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Certification Requirement, Selective Placement Factor – Federal Acquisition Certification-Contracting Officer’s Representative Level II (FAC-COR Level II). Please submit a copy of your certification with your application. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-09 Grade Level: Master’s or equivalent graduate degree OR 2 (two) years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related OR 1 (one) year of specialized experience equivalent to at least the next lower grade level (GS-07) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: Review requisitions to determine method of procurement. Perform contracting methods and contract types relating to the performance of pre-award and post-award. Evaluate bids or proposals for compliance with specifications or purchase descriptions. Negotiate prices. Monitor contractor responsibility. GS-11 Grade Level: Ph.D. or equivalent doctoral degree OR 3 (three) full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR 1 (one) year of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: Evaluate market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility and performance. Identify alternate courses of action by analyzing difficult contractual functions. Resolve incomplete or conflicting technical, program, and contractor data. Plan and coordinate procurement activities. You must meet all qualification requirements by the closing date of the announcement.
